According the the Fed's website, (http://www.fs.fed.us/r8/texas/faq/) you can camp anywhere you want.
For those who wish to get away from it all, dispersed camping outside of developed campgrounds is permitted at no charge -- permits are not required.
Does anyone know if this is indeed fact? If so, can anyone recommend a good spot off one of the forest roads?

I backpack in a lot in National Forest and it is indeed true. You can also have a fire anywhere (barring burn bans) I am not so familiar with Sam Houston as the Davy Crockett N.F.

Kelly pond is good , restrooms , Some cleared spaces along the road to Kelly pond are used for camping . There are some places along fr 208 northwest of the west side trail head where you can set up camp . Also the Stubbelfield lake camp ground with tables and rest rooms but it is a fee area . My favorite was off 208 near the pipeline but it's blocked off now . The fruther away from the trailhead you get the less traffic you will have to deal with . SEYA
