I have a freakishly short 28" inseam. As far as I know there is no bike where I could touch my heels to the ground, so I make do with the balls of my feet, if I can touch the ground at all. That's basically how I had to ride the 600cc Yamaha I used to own.
A lot of cruisers (not that I particularly like cruisers) have nominally low seats, but they all have stupendously wide transmissions, so I can't touch the ground without burning my legs on the transmission cover. Conversely if my leg isn't burning, I'm not touching the ground. The ultra-low seat Victory line is like that. It sounds good on paper, but short-legged riders can't actually ride it. That tells me that just looking at seat heights in a catalog is insufficient.
Something fairly standard preferred, mid-size and up, but I'll look at anything (except 250s).
