Is the KLX a Kawasaki badged DR 650 or was it built by Kawasaki?
The KLX 650 was strictly a Kwak.

Yep, the KLX650 is pure Kawasaki. It's actually more related to the KLR, but the only thing shared with the KLR, from side-by-side comparison, are some of the basic engine components. Frame, suspension, etc are not interchangable. The most obvious difference is the fuel tank, which is much larger than the KLX.
The KLX by design is a little more dirt-worthy with it's longer travel suspension and a bit more ground clearance, but off-road, it's still not in the league of pure off-road bikes due to the extra weight, and more street biased final gearing.

Wow, looks like a great DS'r! Pretty cool it came with USD forks. Looks like it's a real dual sport bike. How hard are these to find? Does it have an electric start?

Yes, it has electric start! It's a great bike, and I love the looks. Easy to maintain and there is a large following on the Yahoo! Groups of KLX owners around the world. They're very popular in Europe and Australia. From time to time you'll find them in the used market. The best place to look is on the Yahoo! Group. I've never seen one on EBAY as of yet.

Ha! I did find one on EBAY. Looks pretty good and the price is right..about 12 hours to win it if you're looking for one.
