inner piece of bar end weight removal?

I pulled my bar end weights but the innermost piece on one side is stuck inside. This is the one that bolts on the long tube from the inside. The inside bolt must have come loose. I tried air pressure from the opposite side and pushing with a coat hanger but it does not budge. Has anyone found a method to get these out? I wonder if 3/8" fuel line may be stiff enough.
 
I ended up taping over the location holes in the bars and using a lot of WD30. This allowed the air pressure to push it out far enough to grab with a hook.
