as you are cleaning the carb, i suggest you dump ALL the fuel out of the tank, then rinse it with fresh fuel[and dump that too]. Make sure petcock actually passes fuel. new hoses, new filter and a clean carb should do it. You may have to play with jet settings[i'm FI so don't know]. good luck, keep us in the loop! Keep a battery tender going also. Just thinking the petcock may be so gummed up from old, bad fuel it may not pass gas[can't believe I just said that!].
