BIG Title question

new or used dirt bikes bought from an in-state dealer are taxed at the normal local rate, which is 8.25% in Austin. No tax on private party used offoad vehicles.
This what I have found, buy new pay tax. Buy used from individual, just title transfer. Literally just did this, 28 bucks.

Or in my case, health. Starting to get in the way of riding. I have a feeling this forum leans toward the mature, lol, aged riders.

The question is, how does the average joe confirm that a vin is ACTUALLY clean before the process of attempting a bonded title? As stated above- many of the vin check websites are to put it mildly, useless.
The cop buddy thing is nice, and I've used it before as well, but it is a courtesy that is particularly frowned upon- not accessible to all afaik.
Ask me how I know about the vin check scam.
