That vertical license plate seems to be a common modification, I'd have to see how they put a plate light on it (they probably didn't). If you don't ride it at night, the cops probably would never notice or care. I think the brake light is a LED job curved under the rear edge of the seat, probably rear turn signals in the same unit. If so, that's perfectly legal.
When you need a front mudguard, hit me up, I have a black one from a Bonneville that you'll want. Or my dad has the stock TU250X mudguards at his place. You don't need them for it to be legal, but of course you'll want them the first time you have to go through a puddle or ride over a tiny bit of gravel or sand on the road. Now, I know you didn't ask, but bear this in mind anyway. A TU250X has like 16 hp stock. That "booster plug" along with the aftermarket exhaust isn't going to add appreciably to that. My dad's TUX has the same type of booster plug, which I have plugged into and tinkered with, and hand-fabbed bigger exhaust. It is not fast. It's kind of good that it's not fast, though, because the brakes are just slightly better than terrifying at any speed over about 30. The entire chassis is kind of like a 7/8 scale UJM, and it feels a bit like a toy when I get on it, at 5'11" with long arms and legs. But my dad is like 5'7" and he seems to fit fine on it. That seat is going to be a lot like plywood, but I guess you know that. The stock TUX seat is a goofy-looking 2-piece affair. Stock TUX parts are abundant because everyone does these kinds of mods to them so they can pose with them for photos on Instagram showing off their brown leather gloves and mustache wax. And yes, I get the irony from a guy with a pair of Triumph motorcycles and a pair of Vespas to match. My wife's Kymco Like 150i with blow the doors off of my dad's TU250X, and all of my scooters will outbrake it by huge margins. I think my little Stellauto 125 with all 9 of its horsepower is very close to as quick as the TUX and only about 5mph short of the top speed. My GTS250 will absolutely smoke it.
I think with a 125 lb woman on it, a TU250X would make a great around-town runabout. The brakes won't be so scary with 100lb less rider on it than they are with me, and the 16hp won't be as noticeably low with a lightweight operator. Since they are underpowered and small, they are very easy to handle and operate for a smaller rider. And at neighborhood speeds, the TUX is a whole lot of fun, kind of like an overgrown GROM. My dad's TU250X has been incredibly reliable and nearly completely maintenance free. The only work he's done on it was fixing up stuff from the prior owner who had done all of the wannabe cafe racer cum rat rod mods and then laid it down and bent stuff. But once we got stuff like turn signals and gear lever working, it's been a gem to own. I just don't want to ride it.
I do love the tank paint job on that one. With mudguards, it would probably make a decent looking hipster motorcycle. Apart from performance parts, there's a huge aftermarket of TU250X stuff out there. The engine is the same as a DR250, which really was never sold here, but at least Suzuki made a billion of them for Asia and S. America market so there are lots of parts available.
