HELP! with Poker Run/ Fun Run

I'm helping a friend set up a ride for a Memorial Scholarship Benefit Ride and I've only been on one Poker/ Fun run. So, what is the best way to set it up? Have them pick cards, tickets and get cards later, etc. I have the 5 places picked out to stop and a route, but do you just pick the places and let people take their own route? I'm checking with TABC on the language (I heard Poker Run was not allowed). Any help would be greatly appreciated. When it finalized, I'll post detail on here. They want to get as many riders as possible.
