Identify this medium please

Apparently this is a picture of my great grandfather. According to the back, it's from the 1890's, assuming I'm reading it correctly. Is it a photograph, a drawing ,or a combination of both?
Is it worth restoring? If so who or where? Any idea of cost?

It's a hand touched photograph, very popular at the time. Condition looks to be very good, you might want to reconsider a restoration. If you scanned it & had it retouched you could keep the original & hang the copy.
