Killing Rust

I'm doing the valve check/adjust on my W800. There's some rust forming on the underside of the gas tank. It's located near the mounting plate of the fuel pump.

What's the best technique for eliminating it and preventing further spread?

Clean it the best you can and use something with phosphoric acid - Loctite Extend works well as does naval jelly or OSPHO

With the little bit shown, you might get by cleaning it then put on good coat of wax, and monitor. Above suggested treatments will turn rust black
 
Is sandpaper and clear paint not available? That is so light it might even be removed with a stiff toothbrush and a little motor oil. Wow!
